I have "Contacts" as a supersection in Outlook but not "People" so how may I make a photo for myself?

You can still find business cards under "Contacts" and thus if you have a business card for yourself you can just follow the last half of the instructions here. To make a business card for yourself go to "Contacts" and then click "New Contact" at the ribbon. It will be leftmost.
