The "AttachTo" Plugin for Visual Studio 2013 will allow one to attach to IIS for debugging.

I noticed that I could, with this tool, set a breakpoint inside of a try/catch in lieu of having to set a breakpoint outside of it and then step in with F10. After you install it you will be able to find it at: TOOLS > Attach
