From any one of the tabs in the main Google Chrome Developer Tools, press Escape to expose a second set of tabs reading: Console, Search, Emulation, and Rendering. The Emulation tab has the emulation magic. Select a device and then press the "Emulate" button. Chrome will update. You will likely need to refresh the web site you are viewing in order for it to restyle itself to accommodate the new setting as odds are it is not polling for the possibility of an emulation change. Duh. The "Reset" button will end the device emulation when you are ready.
