The key combination (Ctrl+T, Ctrl+N) is bound to command (ReSharper_UnitTestSessionNewSession) which is not currently available.

Go into the ReSharper menu under the Extensions menu and reenable ReSharper. The problem comes from using the Angular-CLI in tandem with ReSharper.
