The long way to get here (the plugins) is:

1. pick "Settings" from the hotdog menu in Google Chrome
2. click "Show advanced settings..."
3. click "Content settings..." under the "Privacy" subsection
4. click "Manage individual plugins..." under the "Plugins" subsection of the modal which appears
