I cannot download Paint.Net at work to try it out, but I have heard that it is free and bascially more or less like Photoshop, certainly more so that GIMP, and what I've seen in looking over the shoulder of another jives with that.
Addendum 6/2/2017: The Paint.Net link I give above is probably bad.
